APA Process
On April 20, 2017, the State Board of Education (SBE) granted approval to begin the Administrative Procedures Act (APA) process to revise the Licensure Guidelines K-12 to include revisions to the criteria for a special, non-renewable license to not exceed a period of three (3) years. The special, non-renewable license will allow candidates up to three (3) years to meet all licensure requirements for earning a standard, five (5) year renewable license.
The proposed revision will amend the current criteria to allow an employing local school district or an eligible nonpublic school in the state of Mississippi to request a special, non-renewable license for a candidate who holds at least a bachelor’s degree in any area and twenty-one (21) hours of undergraduate and/or graduate level coursework with a grade of “C” or higher in the content area in which the license is requested.

Written comments must be received in the Office of Educator Licensure no later than 5:00 p.m. on May 22, 2017. APA comments will be presented to the board on June 15, 2017.
On April 20, 2017, the State Board of Education granted approval to begin the APA process for Mississippi College- and Career-Readiness Arts Learning Standards. In an effort to align instruction for students in pre-Kindergarten through 12th grade who are progressing toward postsecondary study, the Mississippi Department of Education has designed Mississippi College- and Career-Readiness Arts Learning Standards in the following areas:
1. Dance
2. Media Arts
3. Music
4. Theatre
5. Visual Arts
The Mississippi College- and Career-Readiness Arts Learning Standards for Dance, Media Arts, Music, Theatre, and Visual Arts describe what students should know and be able to do in the Arts. The new standards:
· Define artistic literacy through a set of overarching Philosophical Foundations and Lifelong Goals that clarify long-term expectations;
· Place Artistic Processes and Anchor Standards at the forefront of the work;
· Identify Creative Practices as the bridge for application of the Artistic Processes;
· Specify Enduring Understandings and Essential Questions that provide conceptual through lines and articulate value and meaning within and across the art disciplines.

APA Listserv Signup
Section 25-43-3.103 of the Mississippi Code provides requirements for proper filing with the Secretary of State for publication in the Administrative Bulletin. Beginning March 1, 2015, the Mississippi Department of Education (MDE) will no longer provide courtesy notification of APA submissions. In order to receive notice of Board approved APA filings, all interested parties will need to make an official request to the MDE by registering your email address with the MDE APA listserv. Only those who have properly registered will receive notice of agency APA submissions within three (3) days after proper filing with the Secretary of State’s Office.
